China is promoting a "one-remote-control" policy, accelerating the deployment of universal remote controls and mini set-top boxes.

As a crucial component of the "dual governance" project aimed at improving the television user experience, the State Administration of Radio and Television (SART) explicitly proposed and has been continuously promoting the "one remote control for watching TV" solution since 2025.

The core of this solution is the promotion of new universal remote controls and plug-in mini set-top boxes. These universal remote controls, by simplifying button layouts, adapting to different brand devices, and allowing one-click access to live channels via specific shortcut keys (such as the "watch TV" button), effectively solve the problem of multiple remote controls and cumbersome operation in the home.

According to the plan, China's broadcasting and telecommunications operators are promoting the deployment of tens of millions of plug-in mini set-top boxes and matching universal remote controls, aiming to reduce wiring clutter and gradually transition to integrated TVs.

This policy is driving the remote control industry towards standardization, simplification, and intelligence from the supply side.
